Can’t use Jetpack Comments

I have two websites, neither of which will run Comments. I switch it on; moments later, it’s switched off again. I use the default 2016 and 2017 themes. I use WP-Spamshield, which claims to be compatible; also, I tried switching to Akismet, but that changed nothing. I’ve used the standard fixes, but they don’t work.
