I have been having this issue for several weeks. Is this a known issue? Please advise what to do.

Title: WordPress does not show updated CSS unless ‘Clear Browsing Data (Cached Images and Files)’ in Google Chrome (recent version)
Steps
1. Go to WordPress Control Panel > Appearance > Simple Custom CSS
2. Add New CSS
3. Click Update Custom CSS
4. Go to website in a new tab and click Refresh (No change)
Result: WordPress does not show updated CSS
Workaround: Google Chrome > Customize and Control Google Chrome > More tools > Clear Browsing data > Cached images and files
